I see that by No.14 of the Standing Rules and Orders
a Motion for the suspension of the Standing Orders is one
of the Motions that may be made without notice.I would suggest that No.34 should be altered as follows:-
"The Standing Rules and Orders of the Council may be suspended if a Motion to that effect is carried by majority of votes, and on such motion the Governor or the Member presiding
shall have an original vote in common with the other Members
of the Council, and also a casting vote, if the votes shall
be equal."
I would also call attention to the words "at least"
A in Standing Order 41. As they stand they are meaningless. If after the words "all the members of such Standing Committee"
the words were added or in the case of the Standing Law Com-
mittee in the presence of at least 4 members thereof"instead
of the words "at least", the Amendment would be useful.The
: Standing Law Committee consists of the Attorney-General and

4 other members appointed at the first meeting subsequent
to 1st.October in each year. If one of the members, at any
sitting of the Committee, is indisposed or absent from the
Colony, the Council would have to go through every clause
again in Committee whether it wished to or not. In cases like
the Merchant Shipping Bill or proposed Civil Code this
would necessitate numerous long sittings of the Committee
